Conflict mitigation initiative
The centres are products of the ECOWAS Heads of States and Governments’ adoption of the Strategic Framework during their 45th ordinary session on 14th July, 2014, in Accra, Ghana. Few years afterwards, Côte d’Ivoire, Mali, Liberia, Burkina Faso and Guinea Bissau established theirs.

The National Early Warning and Response Mechanism Coordinating Centre was created to address the peace and security needs of ECOWAS Member States. It was inspired by the Revised Treaty of ECOWAS, Article 58 (1), and the 1999 Protocol, Chapter IV, which called for a regional peace and security system. The decision to establish the center was formalized during the 2014 ECOWAS Summit and later by the Council of Ministers in 2015 through Regulation C/REG 12/12/15.
